Project Title: EEWWTF Fence Replacement
Project Location: 500 Marginal Way Portland, ME 04101

  1. Project Overview:
This project involves the installation of approximately 4900 linear feet of 72” black chain link fencing with barbed wire at the top, as per the specifications outlined in this Scope of Work. The fence will serve as a security barrier to delineate the perimeter of the property and provide a secure, durable, and long-lasting solution.
  2. Scope of Work:
The contractor will provide all materials, labor, equipment, tools, and expertise necessary to complete the installation of the black chain link fence with barbed wire. The work will include the following tasks:
    A. Site Preparation:
  3. Survey and Marking: Survey the area to ensure proper alignment and spacing of the fence posts. Mark the layout of the fence line as required.
  4. Clearing: Clear any obstacles, debris, or vegetation along the proposed fence line to ensure proper installation.
    B. Fence Installation:
  5. Post Installation: Install fence posts at regular intervals, typically 10-foot spacing, using black posts. Posts will be set in concrete to ensure stability.
  6. Installation of Bottom Rail: Install a bottom horizontal rail to support the chain link fabric and ensure uniform tension.
  7. Chain Link Fabric: Install black chain link fabric (height to be determined) along the entire length of the fence, securing the fabric to the posts with tension bands and tie wires.
  8. Top Rail: Install a top horizontal rail to provide additional structural support to the fence.
  9. Barbed Wire Installation: Install barbed wire (typically three strands) along the top of the chain link fabric. Secure the wire with appropriate brackets, tensioners, and tools to ensure the barbed wire is taut and securely fastened.
    C. Gates (if applicable):
  10. Swing Gates/Sliding Gates: Install gates as specified, including all necessary hardware for proper operation.
  11. Gate Frames and Fencing Fabric: Securely attach fencing fabric around the gate frame and ensure gates operate smoothly.
    Attachment 4
    D. Quality Control:
  12. Ensure that all posts are level and properly aligned.
  13. Ensure that the chain link fabric is properly tensioned and installed without sagging.
  14. Check the barbed wire installation for adequate tension and safety.
    E. Final Site Cleanup:
  15. Remove all debris, construction materials, and waste from the site.
  16. Inspect the fence to ensure it is securely installed and operational.
  17. Ensure that any disturbed ground areas are restored to their original condition.
  18. Materials:
  19. Chain Link Fabric: Black vinyl-coated chain link fabric (specify gauge and height).
  20. Posts: Steel (specify diameter and material).
  21. Barbed Wire: Three-strand barbed wire (specify gauge and length).
  22. Concrete: Use high-strength concrete for setting posts.
  23. Gate Hardware: Hinges, latches, locks (if gates are included).
  24. Miscellaneous: Tension bands, tie wires, and brackets.
  25. Project Deliverables:
  26. A fully installed black chain link fence with barbed wire along the 4900 feet of perimeter.
  27. Site cleanup and restoration of the surrounding area.
  28. Gate installation.
  29. A final inspection to ensure the fence meets all required standards and specifications.
  30. Work completed by June 2025.
